What is good is be responsible, treat the water first then discharge. 

Japan is irresponsible.

NO。  

The water is untreated water because Japan has not acquired any such equipment yet.   

Japan just wants to save money by discharge to the sea to let you eat poisoned fish and sea food. If treated, Japan should let UN Environment agency to test and satisfied safety and hygienic standard.
