If there is no demand, there won’t be supply.
Most dog lovers normally dont adopt the dog.
They may have learnt it from painful experience is that the dog has unknown problem.
To my understanding, it is Mainly due to the fact, the dog is more than 6 mths old, the type of dog is not the popular type like bichon or the dog may have unknown injury, impairment and sickness. As it is not cheap to consult a vet especially if the dog needs to go for ops.

Even if if pay dog trainer $5k to train for you, the owner still need to train the dog at home.to train a dog properly, minimum 3 sessions a day and best to start from young till it is one year old.
