They are enjoying life and getting well paid, whilst getting more complacent and idle. If I am not wrong, TCB hv mentioned he wil revamp the civil service, the first thing he will do if elected and if there is major Oppositions rule. Lots of works hv to be done.

What is new. I have one co worker joined my company he was from civil previously. Everything don't know is fine can learn but he just push away all the work and not willing to learn. Yet took study leaves and king of MC lor. Wuhahahaha
