This is how corruption comes about. Businesses and Scammers also copied the same idea. It is either you pay and the problem is gone, or you stand for your right. If you choose the former, it becomes a habit. The big companies in the Philippines keep rotating their staff to different locations. The rotation maybe a relatively short period.
