Regarding the training, the news agency reported that after repelling the enemy's surprise invasion, they launched a full-scale counteroffensive, with the goal of "occupying all the territory in the southern half of South Korea." 

They appear to be conducting simulation-based training in preparation for an all-out war. According to South Korean media, this is the first time North Korea has publicly announced this type of military-wide command training.
