45000 Koreans are permanently in Korea until they are retired.
The knowledge base is built and transfer to next generation.
45,000 FTs in Singapore are temporary and they are constantly being replaced by other FTs every 2 to 5 years.
The knowledge base is lost once they leave Singapore.
