I thought the CDC vouchers are for each household and not for the owners. The CDC has sent to each household with the names of the occupants listed in the letter. Those who are not occupants of the house should not be entitled to the vouchers.
So, I think if the house is tenanted, the tenants should make up the "household" and not the owner, unless the tenants are not Singaporean. If the owner share the premises, then it is fair for the CDC to decide who should have the vouchers.
