Not every family who has a maid is rich. To pay for the high cost of medical bills for a maid must have a limit.

Legitimate mandatory reason for a maid include? Take care of dementia elderly? Take care of young toddlers?

How to set a limit? The writer only wants the govt to solve the problem but did he think who's going to foot the bill? If not the employer, then it must be the insurance or helper. The latter surely cannot pay. If it's the insurance then this will result in higher premium for everybody if there is a limit. Alternatively, individual employer can pay higher premium if they want higher coverage.
