It is not wrong. University ranking is different from sports. No problem if we dun rank highly in sports but if we dun rank high in univeristy ranking then we'll not be taken seriously. We'll not be seen as a highly educated workforce. 

Moreover, we get foreigners here some of them will convert citizenship, or if they dun, they will maintain good relations with us if they choose to go back. Just as how I still interact with many of those PRC PhDs who went back to China.

We need to look at the big picture.

but PAP is too extreme because PAP is totally dependent on foreigners and it is wrong.
90% phd students are foreigners.
90% table tennis players are foreigners.
90% staff in changi business park are CECA.

we need a new govt to reduce this foreigners' dependence.

correct.
In one WSG IT program, there are 4000 Singaporeans applying for 700 vacancies.
In another WSG program, there are 800 Singaporeans applying for 22 vacancies.

the money for foreigners should be used to increase the IT program vacancies for Singaporeans.
