From all my interactions with people at various workplaces, it seems that only Singaporeans who attended university via the JC path can speak proper English. For Malaysians, I think only 10% of those who work here can speak proper English.

Ours, a multi racial culture. 
Rojak. But main ingredient is English. Many are able to switch from Singlish to good English.
So it all depends on situation. 
Go market, you speak good English, you get the stare. They say you eat kantang ah.....

Even though English is considered a global language, most S'poreans appear to have command of less than 35% of the words in the lexicon. Adding Singlish into the mix serves only to confuse and hinder the learning of Standard English.

There is a lack of fluency in spoken English among the majority of adults, in spite of 10 years or more of instruction in an English-medium school environment. Generations of young S'poreans enter the working world hampered by their inability to be understood globally. All things being equal, we are far more likely to advance in our careers if we utter grammatically correct English without incorporating elements of Chinese and Malay into our speech.

Proper spoken English instantly defines us as highly educated people whose views and opinions are taken more seriously.  A strong command of the language is likely to lead to better paying jobs, greater social mobility as well as more social success.

You are living proof that when Singlish is thoughtlessly acquired, it will be saved in the long term memory as an acceptable form of English. Our ability to speak Standard English suffers when we spend too much time interacting with others who speak a sub-standard form of the language, since we naturally tend to adopt the speech that is heard most of the time around us.

Not many S'poreans are able to seamlessly shift between the informal, colloquial language of Singlish and Standard English. This linguistic flexibility is a unique characteristic of S'porean culture though few have mastered it.

True.

Malaysia may have more peepur speaking better English than us because of their bigger population size. China with 1.5 billion peepur has more peepur speaking good English than both Malaysia and Singapore combined.

Anyway, what the Malaysian MP said is true.  Generally, Singaporeans don't speak English fluently....and even proficiently to begin with.  The same goes for their Mandarin btw.  I'd get irritated whenever I am asked to go over there to 还钱 when I am about to pay....it sounds like I borrowed some money and it's taim to return the money.

First off, we don't even have a big population of Singaporeans to entrench any fooking culture here.  With 45% of the population being foreigners, any tourist coming from afar could be forgiven for taking pictures of mala stalls as "memories of the cuisine of Singaporeans".   A trip to Chinatown means more pictures, he could not read 正宗东北狗屎 on the signboard and would just assume that right, that's the food of Singaporeans.

Malaysians will also tell u to 还钱 not only singaporean. There's really no need to single out singaporean in this case.
