Most Spore govt ministries and stat board IT systems are outsourced to vendors with maybe GovTech ppl acting as liaison party. LTA or SimplyGo should reveal the third party company names and I won't be surprised some is GLC or somehow govt affiliated companies. Why I know is I used to work in all of them and understand how it all works (aka left hand pocket to right hand pocket analogy) before I went into full private sector company.
