The problem is probably because nobody else is united. If more of the G7 are united against USA, then the latter may actually begin to really play by the international rules.

The French submarine engineers took 1 month long summer holiday every year and that pissed off the Aussies. Can't blame the customer for wanting to break contract if that is your lousy work attitude.
