Not a loophole, as the vouchers are supposed to be shareable between members of a household.

No lah. If they lived together and rent out the parents' or the child's HDB flat, that flat won't get CDC voucher because their addresses on their ICs does not indicate that they live in that rented out flat. The HOUSEHOLD is the one they stayed in.

Something wrong here. The CDC vouchers are based on household.
This lady all along don't have a bank account. Now, suddenly has the bank account. The old unpaid GST vouchers or whatever were deposited recently.
I tried to register for the CDC vouchers but were taken by another person. This person is staying at her last known address. Thus, it might be misleading that her vouchers had been taken as she don't have any place to stay and her address is not changed from the last one. I told her to request for it but she refused saying that that person is also in poor shape. They are different and not related as he has a family.
