Videos of the incident released to the public show the man holding his left hand up as he is engulfed in flames, while the crowd douses him with water to put them out.
The man has reportedly been identified as Samuel Mena Jr., who describes himself as a "visual storyteller."
His hand appears to have suffered burns, while he is surrounded by police officers.
"We spread misinformation"
"We're spreading misinformation," he screams at one point in the video, as a crowd gathers around him.
"I'm a journalist and I said it's okay," he shouts as a woman hugs him.
A moment later, a policeman pushes him out of the way and shouts "back off".
