Workers eating in a canteen with mask down and taking tk each other. 

Bus captain are mostly in different bus how can they infect each other?

It has to be a place where they congregate and with mask pulled down and this place is likely the canteen.

Staff of malls and bus interchange are all fully vaccinated. In the first place they are not supposed to be infected and even pass to others

Luckily they are vaccinated, if not will say it is those who not jab that caused the outbreak...
1. I have served the nation in a combat unit for 2.5 + 10 years. I had fulfilled my duty as a citizen, but has the country do it's part for me?
2. I don't know where the threat of CCP is, but I know the threat of CECA is already at my doorsteps

The worrying part is my guess the bus drivers.
Why?
Cos whenever their break time, what they do?
Go to smoking corner and smoke.
They congregate at one time and smoke and might cause the spreading to other bus drivers and might even spread to commuters.
