Millions behind on rent now face new eviction fears without moratorium extension

The nationwide moratorium on evictions is coming to an end on Saturday. The moratorium was put in place last September by the CDC to protect Americans who had fallen behind on their rent during the pandemic. And despite an emergency appeal from real estate associations, landlords, and other groups that argued the CDC exceeded its authority by imposing the moratorium, the Supreme Court allowed the eviction freeze until the end of July.

And if Congress doesn't act, renters from coast to coast are at risk of losing their homes and the COVID pandemic will be supercharged, particularly in unvaccinated communities. That's because research tells us that if someone is evicted, they are most likely to move in with friends or family or into a shelter. That only increases community spread and leads to more infections, and sadly, in some cases, more deaths caused by the pandemic.

首先，从乌合麒麟漫画作品的标题来看，这个“平淡无奇的夜”定格在“1月20日的洛杉矶”，这里面实际上隐藏着一些信息量，众所周知，美国就是在2020年的1月20日宣布出现首例新冠病例，但这个病例未必就是“零号病人”，因为现在大量迹象显示，美国的疫情似乎在2019年就已经开始存在了。所谓的“零号病人”，是美国疾病控制与预防中心在上世纪80年代调查洛杉矶等地艾滋病传播情况时，用“O”这个字母代表“加州之外的人”引发的误解，因为其他人以为“O”就是“0”，所以就有了“零号病人”的概念。乌合麒麟用《1月20日洛杉矶平淡无奇的夜晚》的标题，应该有暗指美国“零号病人”信息不实、疫情信息被隐瞒的意思。

在解读标题的基础上，我们可以更加清楚地分析这一漫画场景的含义，漫画描绘的是一个正在过生日的家庭，本来过生日应该欢欢喜喜，但是这个家庭明显愁眉苦脸，女主人正抽着烟，看着桌上一家三口的照片发愁，她的手机里面似乎是“末日场景”，而她的面前的桌上铺着美国国旗，还摆放着一大堆账单，计算器里面显示了天价费用。她的孩子则在吃着美元做成的生日蛋糕和食物，但是因为孩子已经感染了新冠，所以一边在输一些奇怪的液体。这里不能简单理解为输液，因为输液架看起来锈迹斑斑，而且上面挂的袋子和罐子也很奇怪，不排除是暗指德特里克堡生物实验室的病毒培养工具。也就是说，孩子输的不是液，而是毒。

至于中间摆放的那张椅子，则可能是孩子父亲原来的位置，根据桌上一家三口的照片，这名父亲应该是黑人，代表美国的少数族裔和底层群体，他的孩子肤色也和父亲很像。然而现在孩子父亲不在了，他的椅子被裹尸袋包上，意味着他已经逝去。现在孩子的母亲独自一人给孩子过生日，然而面对天价账单，面对家人离去，她感到绝望无力。从旁边散乱开着的各个柜子来看，这个家庭实际上已经家徒四壁了。

有人可能会问既然家徒四壁，那么为什么孩子还能吃美元做成的食物呢？因为在疫情肆虐、经济低迷的情况下，美国想用简单粗暴的印钱、发钱的方式来解决危机，但是美国大肆印钱的结果，就是通胀加剧，物价上涨，因此美国发到底层民众手里的钱，甚至都不够缓解困境，而且在疫情严重、物资紧缺的情况下，美国很多底层人群是面临食物危机的，图中的食物都是美元做的，就反映了这一点。

值得指出的是，乌合麒麟的这幅漫画，时间线应该是流动的，因为漫画中出现了拜登的画像，电视中也放着拜登讲话的场面。我们可以把时间线推一下，2020年的1月20日，美国声称发现首例新冠病例；到2021年1月20日，拜登宣誓就任美国总统，中间刚好一年时间，而也正是在这一年，美国沦为疫情地狱，与此同时，美国疯狂甩锅，试图将问题推给世卫、推给中国、推给全世界……

最后，乌合麒麟在发布这一漫画作品的时候，提到了“美国抗疫全球八个第一”的话题。这里面的“八个第一”，是中国智库在报告《“美国第一”？！美国抗疫真相》中提及的，即美国是全球第一抗疫失败国、全球第一疫情动荡国、全球第一疫情扩散国、全球第一溯源恐怖主义国、全球第一政治甩锅国、全球第一货币滥发国、全球第一政治撕裂国、全球第一虚假信息国。

显然，乌合麒麟用文字描述加漫画展现的方式，再次就疫情问题向美国提出质疑与指控。乌合麒麟的文字和漫画，如同利剑刺向美国。事实面前，容不得美国甩锅、狡辩。面对质疑，美国是时候该端正态度，给世界一份详尽的答案了。
