Not really becuase of COE and housing- the survey shows more SGreans are willing to spend (beyond their means) than to save. There is a worrying trend that many SGreans have lost sight of 省吃俭用 thinking, and instead ready to take on more debt in keeping up with the joneses in materialistic society driven by competition and ill-side of Kiasu-ism.
How to save when one is spending beyond their means and worst, cannot service their debt interest?

Or perhaps change in perception of money and life out look. Nothing new since not just people, but society is never static.
"paycheck" to some is just part of their equation where Money is either never enough.

MID-CAREER MICRO-RETIREMENTS
More employees are also taking mid-career breaks – or “micro-retirement” – to recharge, pick up new skills or explore personal passions, according to business and employment social networking site LinkedIn. Its data showed that 17% of its users who took career breaks last year did so for personal goals, up from 12% in 2020.
