If NTUC and likes and even govt is serious about going green, they should donate away all collection (gross not net of plastic bag cost) to green efforts. The govt should then match dollar for dollar to show why they are doing this policy and money behind it. Then the people will not make any noise paying for the plastic bags and at the same time change their habits...

grocery business that charge 5c for plastic bags will loose some business. after a while people will not pay attention to the 5c charge. and all the drama on parliment will not result in real terms except raise cost for consumer although not noticeable.
those manufacturer who adjust their packing to become like a carrier will win some business.
like rice, toilet paper, tissue, etc big items. like instant noodles within a carry away pack of more small packs.

better to task a group to see how to really reduce plastic consumption via better design product with carry design. reduce packaging. zero printing on packaging like what ntuc done to help recycle.
replacement material like bamboo to move away from plastic without distrurbing the living of people on the ground.
