It's not ridiculous. If PAP has a free hand it will just go there as it is only method they have to grow GDP.
They only reason they don't do it is they need to go for elections and people will vote against them.
So frog boiling method is used to slowly slowly get there and people get accustomed to overcrowding better still they bought expensive HDB and now depend on population growth to support the price ..

Did they plan for food and and water when they say 10 million? We are a small island and we import 90% of our food. We can build more pigeon holes to house the increased population but how do we feed them? Food and water is more important than housing and infrastructure.
