This whole policy started with several banks to tiook responsibility voluntarily to implement anti scam measures.. Should scammers succeed they will compensate the victims. Studies shown that this increase the impetus to implement safeguards as bank are held responsible. Became of their success this became a nationwide policy and law
Remember banks are the only ones able to implement fraud detection, hardware tokens, transfer limits, escrow etc
Unless banks are held responsible.they will not do anything serious

As number of scams rise what is Singapore doing besides blaming victims and some calling them stupid.

Good it's about time that they work, those lazy bankers earning big money and held no responsibility to clients who are been scammed because of weakness of the banking system. If clients' money are so easily taken out, obviously the banking system of checking is very weak...
