I believe that those who pay taxes should not necessarily be entitled to certain benefits. For instance, if you earn a substantial amount each month from renting out your HDB flat, you may pay higher property taxes. However, you still receive CDC vouchers and GST rebates on electricity and water bills, just like those who do not rent out their HDB flats. Essentially, you're receiving some of your tax payments back as benefits, so in a strategic sense, you may not be contributing as much in taxes, especially considering the government's increased property tax.
