I see the big surprise is on USA.   

It has never been serious about climate. It didn't sign the KYoto agreement nor did it sign the Paris accord. It could suddenly withdraw and can suddenly join and then withdraw again.

Biden achieved nothing since he took over presidency. Economy not improved, curbing China failed, inflation climbing up, relation with France and EU bad and withdrawal from Afghanistan a complete failure.    


So the only thing he wants to show some good marks is climate and the only thing he can do is to get from China as China already set the target of carbon peaking in 2030 and neutrality of carbon by 2060.  

That's why he got to talk with China.
