Depends on whether you want to eat in a hawker centre, coffeeshop or restaurant.

So the poverty line for a family of 4 is $3000, $5000, and $8000 respectively.

Depends on how we define "basic living". For $6693, the living standard would be above what I would call basic. Certainly enough for short annual holidays in the neighbouring countries.

Presumably, this includes having a maid or that is part of the household cost. The large cost component is often the housing loan though.

In short it means at two parents must work, maybe one can work part time if another is at least mid management.
According to 2022 data from Singapore Department of Statistics.  
Average per household got 3 working. Assume half live with parents after marriage and one of the older couple is working along with younger couple.

S$2000 can survive without rental.. but only worry for future and saving not enough....

$6600 is a ridiculous number.

I can keep my spending below $200 if I want and still able to survive.

Basic Living only require 5 things :
1. Water $10 a month
2. Food - cook all meals at home $100 is more than enough for 1 month.
3. Electricity $30
4. Mobile Plan $10...you. an have 24/7 entertainment.
5. Transport - near by within 2 km you can walk. Occasional longer trips $50 if more that enough just don't any how go places that don't need to go.

You tell me what else is needed for BASIC LIVING.

You don't anyhow spend ...anyhow spend

1. You make coffee at home 30cts outside $1.20.
2. You go cinema $13 ....watch YouTube and online streaming is free.
3. Eat one place.lf economic rice outside $3.50....cook at home $1.80

People need more money because they are wasting money. That's all.

Some caveats....I left out some annual expenditure like insurance, medishielf life, ..but all these necessary to have?

Above is feed you yourself? What if got children and parents to feed still same?

I know quite a lot Civil servants earn over 6.6 k per month ,

this type of info is like justify civil servant wages range...

One more thing don't forget yearly their Mid year and Year End bonus is CONFIRM even economics is poor. At most take lesser but still have bonus

+ CONFirm yearly increment is there base their grade.
