By and large, reasonable and rational people won't take 6 plastic bags at one go for a purchase.
This is an unusual case that gets blown up to justify hawkers to charge more.

the minister in charge has failed miserably. people take plastic bags to tie up kitchen scraps before throwing into the rubbish chute. Plastic bags are being recycled in this way. There is no comparison to other countries eg Taiwan where all food scraps go to become pig fodder etc, in usa immediately after food scraps in in the kitchen sink it is channeled underground to a tank to be grind to finest before disposable. Pap must change the whole rubbish system in order to achieve they want to be no 1. Having such a minister is a real reflection of how lousy pap's brains work, 3rd world.
