I think that if Shoot Blank Queen does a simple Analytics Report

likely those cheated are citizens, not PRs or FTs

Education = NOT being intelligent or NOT Common Sense

If you get 'executed' for doing the right thing, nobody's going to shed a tear for you. If you look back after your punishment, will you still go ahead with doing the right thing?

Also, getting punishments together is psychologically easier for oneself. I've always said, people are not afraid of being poor, but if you are the minority then you will always feel a sense of inequality. Same goes for punishments. If you are the only one being punished then it's not so easy to psychologically handle it.
