Yes but there is in-app purchase. 
I signed up the account without paying a single cent. I hardly use tho. My main purpose is to follow my friend's interesting videos that he creates as he hikes, walks and sails. But he is a paid user.

hmm...can still try. I created 3 videos with pictures before. But what put me off is, it takes up quite a lot of my HP memory space...
