Russia promised Ukraine security when it persuaded Ukraine tl give up its nuclear weapons.

Wrong lah! It was the U.S. and NATO asked Russia, Ukraine and other former Soviet republics to destroy nukes after the end of Cold War and disband of Warsaw Pact countries. However the NATO lied, both Russia and Ukraine were fooled, not only NATO didn’t disband but also continued expanding eastwards to Russia. The NATO countries also never destroyed own nukes.
That is why Ukraine now asks NATO to return nukes to them.
