They have not thought of a way to control.  They can programme the machine to ask "Number of bags needed", and add multiples of 10 cents to your bill.

But peepur can press "0"

And take five.

So, it's not that they don't care.

Of course they can station a security guard to check all customers who walk out with a bag(s) and check their bills. If a customer didn't pay for the bags, then collect from him.

 But it just takes one violent person, and the SO will be in horsepeter.
