He was probably forced to resign.  There is a risk-averse culture in the civil service owing to the scrutiny that decisions are under in a rigid hierarchical system. His principal has no reason to stick out his neck for his VP.

I had a colleague who was accused of sexual harassment of a subordinate, but it was her word vs his. He refused to resign, but the victim quit because she was disappointed that the management did not support her. After about a year, everyone kind of forgot about the matter. He has a family to support, so he was unwilling to give up his substantial pay.
