Public housing as a fallback? Reddit questions BTO access for new citizens with no long-term plans

A Reddit post has sparked renewed scrutiny over whether Singapore’s public housing policies are being exploited by new citizen-PR couples with no intention of staying long-term. The thread highlights a case where a newly minted citizen—who skipped National Service—applies for a BTO flat with his PR partner, viewing it as a property investment or exit plan rather than a home.

It's easy to control this. All new citizens can buy HDB but cannot rent out (no expectations) and when they next decide to give up their citizenship, their last property transaction for HDB attracts a crawl back of 60% of price of property valuation or purchase price whichever is higher.

I never read,

I Only know PRs can Buy HDB flat but Only from Resale Market.

BTO flat cannot, Unless they convert to New Citizen.

I not sure come couple, I guess as long the Hubby or wife is Singaporean if come couple, they can ballot a BTO flat.

It's imperative that home ownership is easily prioritised for foreigners under reciprocal terms so that they will take root here with their next generation and the next.
