Poor china how to sustain by providing FREE public bus...even to foreigners?

It is the duty of the government to provide transport, health and education regardless of costs.
In many countries they are provided free. It's the responsibility of the government to ensure a balanced budget through prudent and sustainable fiscal policies . Ministers' pay should be trimmed and stop boasting their ministries with fanciful buildings incurring high maintaining costs.

Ministers are overpaid until forget the mission of serving people. Their priority is to collect more money to justify for their high pay.
