"It is proposed to regard an attack on Russia by a non-nuclear power, but with the participation or support of a nuclear power, as a joint attack on the Russian Federation," Putin said at a meeting of the National Security Council.

Putin was obviously referring to Ukraine and its western allies. Russia could also consider using nuclear weapons if it were to be attacked massively from the air.
