President Vladimir Putin signed a decree "On the application of special economic measures in the field of foreign economic activity in order to ensure the security of the Russian Federation." In it, he instructed the government to draw up a list of foreign countries where the import of Russian products and raw materials would be restricted.

The document says that in 2022 it is necessary to ensure a ban on the export and import of products and raw materials to Russia according to the lists determined by the government. It is clarified that the ban will not affect goods transported by citizens for personal needs.
