Putin said a visit to the islands would be less harmful for bilateral ties than Japan joining the United States and European countries in an attempt to bring about Russia's "strategic defeat."

Touching on the Kremlin's nuclear doctrine, he reminded them it permits the use of such weapons in response to actions that "threaten our sovereignty or territorial integrity," stressing no one should take it "lightly."
