The progess is slow because Rusian forces have reached cities like Mariupol & Kyiv where many thousands civilians are trapped by neo Nazi fighters. Surely, you cant expect them to attack civilians too.

Russia wants to avoid killing fellow Slavs. They are all Slavic people, brethrens. Killing them creates animosity for generations.

I read that central state government departments in the Donbass where 4 million Slavic ethnic russian people live, are headed by officials from the western part of Ukraine who are not from there, not even Slavs, parachuted into positions by the central gov.

This partly explains why many towns in Donbass fell quickly
