Knowing how our govt works of cos they'd say no lah.

What Ah Shan really meant is that there is a 0.01% chance that these high networth people will not be given citizenship. Of cos this is not considered guaranteed lah.

They wont be competing with the average Singaporeans for job or BTO
In fact, they park their $$$ here and party outside of SG. They will buy a few properties to park their high end luxury car
