So it only excludes Tourists.

In spite of the Govt appearing to want older employees at workplaces, seniors face barriers to employment and even keeping their PME jobs. These include negative attitudes and age discrimination by employers, inflexible work arrangements and long hours, health issues, physical limitations as well as limited availability of suitable jobs for seniors.  Even MOM conceded that age discrimination is experienced by most jobseekers in S'pore.

“Residents” refers to both Singaporeans and permanent residents.
Dr Tan added that in growth sectors such as finance, infocomm and professional services, resident PMETs increased by 190,000,

Permanent residents are actually foreigners.
if most of the 190,000 jobs created, go to PR, it means most jobs go to foreigners.

We should not lump citizen and PR into residents because we will not know how many citizens are employed in 190,000 jobs.
In IT, usually we can see 9 jobs out of 10 new jobs go to PR.

PAP govt must give job figure on citizen only (without lumping with PR)

In the above table, we can see that 1.5m foreigners are working here on various Passes.

Since we have 2.5m foreigners in Singapore, it means that 1m foreigners do not need to have any Pass to work here.  Some could be staying here on a LTVP+ Pass which also does not require them to apply for a Work Pass.  The rest are PRs.

The PRs are the ones having the best of both worlds.  They refuse to convert to citizenship..  A lot of Malaysians are doing that.  The wife becomes a citizen while the husband remains as a Malaysian.
