China is something like 10-15yr behind in lithography. Its not the chip making itself but the equipment needed if SMIC can get all the equipment it needs from ASML, Japan and US ...then there is no gap between SMIC and TSMC...
Right now using old equipment SMIC can make advanced chips but yield.is low.
