Mandalay area is said to be rural even 20 km away from epic center

Most of them live in wooden thatched houses

How come so many dead and injured?

Why do we need 5 Mayors and 80 PAP Ministers?

Mandalay is the 2nd largest city in Myanmar with close to 1.6M population. It is not rural. You can check it with Google Map.
