As long as 3 mins walk to MRT, with Interchange, all local major banks, Eye Center, large CC, next to shopping mall and has a Hawker Center like Bedok Central BTO, that is prime and can fetch highest return. But that land only can prime for another 15 years as Bedok South land owned by Panasonic, Fujitec etc will be due then and can build 40 or 50 more BTOs

actually just need a nearby mrt station, a wet market and hc, and a supermart. a mall with banks and post office, a general hospital and a gd school would be perfect
