I usually check out new restaurants through word of mouth or food blogs before making the trip, especially for places that are a bit out of the way like Sentosa. Some restaurants do really well with location and view, but still struggle if rent or staff costs go too high. Always a gamble unless there's a steady local crowd or easy access.
