Comprising of youth leaders, fisherfolk, and media representatives, the group departed from a port in Palawan province, under the guard of the Philippine Coast Guard. Their mission: to reach the vicinity of the Second Thomas Shoal and to deliver supplies to parts of the Spratly Islands.

The Philippines under President Ferdinand Marcos Jr. has reacted by strengthening its longstanding defense alliance with Washington, expanding American soldier access and conducting joint patrols in contested waters.
