Set a Corp Tax rebate of 0.5% when the company has 30% of locals ( exclude PRs) above 45 Years old.

The solution is actually to retrench 1/4 of the public service workforce every 5 years so that those above 40s can get into these jobs. It is not as though public servants have skills that are badly in need.

Of cos, the govt won't do it because it means that they will lose votes.

It is a skillset that need to be perfected by years of training. First the balls are soft squeeze too hard cannot. No squeeze no feelings. So must gently hold it. Not to say the balls come with hairs too so can be prickly to the hands holding it.
