KYIV, Nov 21 (Reuters) - Russia launched an intercontinental ballistic missile from its southern Astrakhan region during a morning attack on Ukraine on Thursday, Kyiv's air force said, the first time Russia has used such a powerful, long-range missile during the war. The strike comes after Ukraine used U.S. and British missiles to strike targets inside Russia this week, something Moscow had warned for months would be seen as a major escalation.
Russian attack targeted enterprises and critical infrastructure in the central-eastern city of Dnipro, the air force said, at a time of escalating moves in the 33-month-old war launched by Russia in Ukraine was unclear from statement what the intercontinental ballistic missile targeted and whether it caused any damage.
Missiles have a range of thousands of km & can be used for delivering nuclear warheads, though they can also have conventional warheads.

Mass mobilisation is large-scale movement of troops to a particular loc with intention of overpowering the adversary. Neither approach recognises intrinsic value of individual lives.
Outmatched Russian undertook war of attrition against Napoleon’s invasion 1812. Century later, Russian empire generated enormous casualties but successfully launch large-scale counterattack on 1st world war.. “Meat grinder” is embedded in Soviet tactics. Poor “quantity has a quality” has apocryphal roots in Stalin’s leadership in WWII. Battles for Stalingrad & now Kursk involved deployment millions of soldiers, Soviet army eventually crushed Nazi blitzkrieg through sheer weight of numbers.

Reported Russian casualty rates are now rising rapidly as military’s increased reliance on inexperienced soldiers.
Reports have emerged in recent months of particularly savage casualties among Russian troops fighting in the Donbas region of eastern Ukraine, as Russian military bids to capture as much territory as it can, possibly with one eye on a potential ceasefire deal. Much will depend on the outcome of the US election. Donald Trump has said he will end military aid to Ukraine if elected, bringing the war to an end in “one day”.
This mean Kyiv will be forced to cede territory along current lines of occupation. Analysts have commented this one of motivations for Ukraine’s Kursk offensive inside Russia in August, since territory captured by Ukraine would be a valuable bargaining chip in negotiations, mean Russia’s offensive in eastern Ukraine has been particularly bloody, w/US intelligence reports of casualty nos up to 1,000 per day, dead & wounded, calls to mind “meat grinder” tactics of previous Russian & Soviet military campaigns.
The “meat grinder” is a collective battlefield approach that values high troop density and intensity to overwhelm the enemy. It is a uniquely Russian approach 9-decades making, consisting of a combination two much older strategies, namely attrition & mass mobilisation.

I é missiles for air launches offers a pragmatic solution to significantly extend their range and versatility striking enemy targets. Recently, Zelenskyy announced Ukraine is actively developing four types of domestic missiles, including long-range options currently undergoing testing. Its specific details about these projects remain classified, this indicates progress beyond the Neptune and the previously reported ballistic missile projects, suggesting the existence of two additional missile systems under development.
According to The Wall Street Journal, Anna Gvozdiar, Ukraine’s Deputy Minister for Strategic Industries, confirmed that Ukraine is working on more than one ballistic missile. Earlier reports this year mentioned a successful test of a missile with a range of 600–700 km, though no further information was provided.
(Read more: Ukraine’s 700 km Capability: New Missile Can Reach Moscow, Saratov and Sochi
Given the growing need for long-range precision strikes, Ukraine's Defense Forces could benefit from exploring air-launched ballistic missile (ALBM) options. The success of Israel's Air LORA project serves as a strong example. Originally a ground-launched ballistic missile with a 400 km range, the LORA was adapted for deployment from F-16 fighters. This adaptation extended its range and retained its high accuracy, even in environments with advanced electronic warfare countermeasures.
Similarly, adapting missiles like ATACMS or its successor, the American Precision Strike Missile (PrSM), into ALBMs could significantly increase their operational flexibility and range. This approach mirrors India’s modification of the Rampage missile for MiG-29 aircraft, where its range increased from 80 km to 250 km after integration with an aerial platform.
Ukraine’s defense industry, with its emphasis on innovation, could adopt similar strategies to maximize the potential of its ballistic missile program. For instance, systems like the Hrim-2 (Sapsan) could be modified for air-launch capability, giving Ukrainian forces a cost-effective and adaptable long-range strike option.
Leveraging Soviet-Era Expertise
Ukraine’s missile development likely benefits from its legacy as part of the Soviet Union’s advanced missile program. The creation of ALBMs aligns with this heritage, allowing for efficient use of existing expertise and infrastructure.
The integration of ALBMs with platforms like the MiG-29 and the incoming F-16s would provide strategic advantages, enabling Ukraine to target key enemy installations with greater precision and range.
