If no LW, then CCS or OYK lor or Desmond or,... No one is indispensible lah. SG actually got lots of hidden talent beyond pap.
In the short term, any PM will do cos the civil service is already in place. But longer term, the civil service alone won't do because it needs new policies to keep up with changes and challenges. If not, forever same, no change, no new directions or poor directions from a lousy gahmen but the world is forever changing.
