provided the money changer has a licence or permitted to accept cdc vouchers 
but of course he can accept yr vouchers at discount n use yhem in supermat n hawker ctr

u seethere is 1 dry goods stall at rochor ctr on 3rd  has lots of business acumen.

they rtn u the change in coins n paper note if u pay more by cdc vouchers

in so doing words spread surely n slowly his business will attract more n more customers
many shops stalls do nt rtn u the bal they just follow the rules as set by cdc vouchers  on their t&c

If like this CDC spend in Singapore and SGD use in JB ; neighbouring shops very soon eat grass because MP and CC organise groups to shop in JB.

The bus tours will bring them to various supermarts, factories and farms directly. Normal buses not possible
