According to Article 77, paragraph 5 of the Constitution, when a majority of sitting lawmakers in the National Assembly (150) vote to rescind martial law, the resolution is passed. The president must immediately comply with the resolution and formally announce the lifting of martial law.
 
“I wanted to formally appear before the National Defense Committee and tell everything I know, but it didn’t look like such an opportunity would present itself, so I stand before you today. This is absolutely not to avoid accountability. I am an incompetent, irresponsible commander,” he added.

“I am the one who dispatched my troops to the National Assembly. I was the officer on site who led the 197 troops who broke into the National Assembly. I was the first one to get on the helicopter and the first to arrive at the National Assembly. I was the one who ordered my troops to set a perimeter around the building. I was the one who ordered my troops to use force to prevent anyone from entering through the main and rear gates, and I was the one who ordered them to break the windows to enter the building. I was the one who gave multiple orders from inside the building to breach the premises. All responsibility lies with me,” Kim said.

“Regardless of the legal accountability that follows, it all falls on me. I will take full responsibility for my actions as the soldier of a democratic country based on the rule of law, and I will leave the military that I love serving.”
