Possible, but when the bus arrived everyone including foreigners boarded the same bus heading for the same hotel.

They where got time to see who on what categories basically load up and go.

I think in early stage they sent all passengers to 5 star hotels, later on when 5 star hotels were full, then they start using 3 star hotels.

I had a similar setup during SHN, and honestly, it felt surreal. Staying in a posh place without paying a cent—can't complain. It reminded me of the time I was in Sydney and found good
accommodation near Darling Harbour that didn’t break the bank but still gave me great comfort and location.
