in Mar 2024, China gov implement ruling that all gov computers to REPLACE computers that has "Intel-inside" and AMD CPU with domestic chips by 2027..that is less than 3 years away. Intel and AMD are major customers of TSMC. I guess the market is very quick to price in these eventuality...

Errr....your 2 Apr story was taken from a Taiwanese news, which (wrongly) claimed TSMC Arizona 1st plant to "start production in 2024". when in fact on 18 Apr, TSMC corrected that report saying the 1st Fab plant only start production "2nd half 2025" as already confirmed in Jan. Perhaps you should have fact check TW media before posting...
On 18 April, TSMC's update could mean the first factory will begin production of chips in 2025. In recent weeks, however, a report from the Chinese news outlet money.udn has fed speculation among some experts that production could begin by the end of 2024 — TSMC has stuck to the 2025 timeline in public comments.

Nothing wrong with seeing half-glass full with expectation that business will continue to drive a coy stock price based on high expectation.
The problem with such expectation (which you refer over a year ago) is any business is exposed to policy and political risk.
TSMC is now a darling in the eyes of Biden and US Congress - Not because they love the Taiwanese pple, but rather they love how TW takes order from them like a poodle.
Arizona is a swing state - Biden will NOT allow his re-election chance later in the Nov to be sunk by TSMC struggle to get its operation started ASAP.
Sadly, at the end of the day, it is US politics, not Global market demand, that will eventually sink TSMC in the cut-throat semi-conductor business...
Already, TSMC management warns semi-con from the Arizona plants will be more expensive than those made in Asia...
And traders and shareholders already can see TSMC will bleed in its US operation.
