Ukraine filed a lawsuit in January 2017. It accused Russia of violating its obligations under the Convention on Combating the Financing of Terrorism since 2014.
Crimean Tatars were to keep their institutions (including the Mejlis), and Russia was to ensure access to education in Ukrainian on the peninsula. She ignored this decision, and the Court found her guilty of failing to comply with its decision.
